Students are intelligent humans who can learn by researching a topic. B. Current Status of the Problem
• What is currently happening in this area?
• What is the status of this question (is the FCC addressing it? Congress? States? Everyone, but no one is doing it right? Everyone, and it’s contributing to the problem!)
C. Importance of the Problem
• What will happen if the problem is left alone?
• Why is it important for policy makers to consider the problem?
• Who wins if nothing is done? Who loses if nothing is done?
• Is there a public benefit or an economic benefit orconsideration?
D. Statement of the Problem
• Is the problem clearly defined, using relevantdata?
• For example, is there data to suggest that rural areas are not having broadband deployed at the same rate as urban areas and there’s support to show that it’s due to the fact that cable companies do not qualify for universal service? Support your statement of the problem with facts about what is known and how the problem or issue is defined.
E. Position
What is the appropriate resolution or policy for this issue? Why? What support do you

have for this position? Make your position persuasive and believable. You’ll want

to draw from highly credible sources! Imagine getting legal advice from the person who fixes your car! You’d rather have it from your lawyer. Now imagine your lawyer fixing your car. You’d rather have your trusted mechanic! Make sure your source is credible. Credible sources mean strong support!

Structure of Paper

Title Page – Make sure you include your paper’s title, course name, instructor name, your name, YOUR EMAIL ADDRESS, date of completion. Indicate whether you are an undergraduate or whether you are a graduate student.

Abstract – This is an 80 word or less description of the overall paper. It is not an introduction.

Table of Contents

Introduction – An introduction should grab the reader and identify the importance of the topic and particularly your approach to the topic.

Body – Structure your paper using headings and subheading. This helps you to organize the material and it helps the reader understand your paper. The headings and subheadings should correspond to your table of contents.

Examine the issue, technology, the law and policy surrounding the issue. Describe the controversy or issue. Demonstrate its importance to the reader. Examine the law in this area. Summarize cases and/or statutes, provide data and otherwise use evidence to build a framework for analysis. What are the legal, technological, or policy options? Examine the options in depth and identify the impacts (policy and financial on the parties affected) of each. Which option or combination of options should beadopted?

Conclusion – Draw the paper to a close with a powerful conclusion that summarizes where the reader has been.

Technical Details

The paper will be double-spaced with a 12 point font and 1” margins on each edge. Papers should be no less than 10 pages, excluding title pages, table of contents, references. This should be 10 pages minimum beginning with your abstract, and ending with your last written paragraph. Longer and shorter papers will be accepted, but significant deviations will create a presumption of either excess wordiness or a lack of substance respectively. Students who believe that the topic will need substantially more length should discuss the issue with the professor and may want to enroll in additional academic credit to reflect the work of the project.

Realize that each fact, legal case, or statute should be documented with a citation. Each assertion should either be supported by a citation of evidence whether it be a case, statute, regulation, study or “expert,” or it should be built upon the evidence

that you have provided. Conclusions should be built upon the layers of evidence that you have gathered.

Typically, popular press sources such as Time, Newsweek, The Hays Daily News, etc. should only be relied upon to provide facts. E.g. date of passage of a statute, statements of politicians, or the amount of the Federal Deficit. As much as possible, you want to rely on primary research. Primary research includes original studies – usually published in academic and industry publications, court cases, testimony, or statutes. Do not use Wikipedia as a primary resource in this course. We can debate its usefulness anytime you like, but you will lose points if you use it as a primary resource for research in this course.

Students will plan on using the American Psychological Association (APA) style.​For guidance go to http://owl.english.purdue.edu/owl/resource/560/01/ and Use in-text citations with a reference list at the end of the paper. If you’re not familiar or well- practiced in writing with this style, you’ll need to do additional research, seek the services of the University’s writing center, or additional outside assistance. There are ample resources available to you.
