The purpose of an executive summary is not to provide exhaustive research, but to communicate a problem along with a proposed solution. This is an exercise in which you are the emergency manager that is pitching an idea to a governmental executive.

Requirements:
An executive summary should follow this general format:
Problem statement  
Background on the issue
Options for solutions, and
Your recommendation as subject matter expert.
Base your executive summary on factually accurate analysis.
Include at least two (2) in-text citations in APA format.
Include a title page in APA format.
Include a references page in APA format.
Use 1 inch margins, 12 point font, and double spacing.
The body of your executive summary should be no shorter than two (2) pages and no longer than four (4) pages.  
Do NOT include your title or reference pages in this 2-4 page range.
NOTE: Executives have limited time (and patience). You will be graded, in part, on your ability to provide a concise summary that is wholly factual, appeals to reason and provides a sensible solution recommendation.
Include
